Report

Macau received electricity for the first time in 1901 when a French entrepreneur deployed a marine generator set from a vessel onshore to provide lighting on the streets outside Palácio da Praia Grande. Evolving over a century, CEM is now the sole municipal electricity power generator, transmitter and distributor in Macau, serving over 253,000 customers and 24,333 street-lights with a supply reliability of 99.9993% in 2016. Located upstream of the CEM 66kV, 110kV and 220kV transmission network is the China Southern Grid in Zhuhai, China. The power supply from this Grid and the CEM owned power station, Coloane Power Plant, amount separately to 81.95% and 14.98% of the peak electricity demand of over 800MW in the city.
The Coloane Power Plant comprises Plant A and Plant B with an installed generation capacity of 271.4MW and 136.4MW respectively. Plant A possesses six (6) diesel power generators and two (2) diesel-fired steam generation units, whereas Plant B located adjacent to Plant A on a plot reclaimed in 1989 is equipped with one (1) multi-shaft combined-cycle gas turbine unit (CCGT), separately contributing 99.4% and 0.6% of the combined station output.

The CCGT at plant B takes the configuration of 2-on-1 and has two (2) Siemens dual fuel 45MW gas turbines (GT), each fitted with a horizontal type heat recovery steam generator (HRSG), and one (1) Westinghouse 45MW steam turbine (ST), giving a total output of 136.4MW under ISO condition. Commissioned in 2002, the GT consumed light oil initially. Following the availability of natural gas supply in 2008, which shares the same source of the municipal city gas from Zhuhai, the GT started to fire natural gas as the primary fuel. The distributed control system offers the power block with operation flexibility which permits the GT to operate either alone as open cycle unit(s) or when coupled with the HRSG and ST as CCGT. Operation under the CCGT mode can yield a thermal efficiency of 50%, and make possible a low level of nitrogen oxide emission with aid of water injection. Leveraged on its clean generation, Plant B is operating as CEM's base load plant.

As the old generating units reach the end of their useful life, CEM is proposing their replacement with a new CCGT unit(s) in order to maintain generating capacity, while allowing an improved plant efficiency and a reduced emission for a much cleaner generation.

After a sumptuous lunch at a restaurant inside Galaxy Macau, the delegation was greeted by the AVP of M&E Plant Operation for a tour of their operation and back of house (BOH) facilities at Galaxy Macau.

The BOH operation is a mini city of its own equipped with automatic uniform storage and conveying system, master key cabinet, staff own canteen and their own 7/11 store all inside this BOH area. At each work shift change of staff at the Galaxy Macau, the BOH will be handling over 12,000 staff getting themselves ready to report to work.

One of the key plant room visited at this Galaxy Macau tour is their Phase 2 chiller plant room, which may well be one of the largest in Asia, occupying a floor area as large as a standard football pitch. Group photo was taken inside this chiller plant room. The delegation later concluded the tour with a Q&A session inside the meeting room in the BOH and souvenir presentation to Galaxy Entertainment Group. The delegation thanked Mr Antonio Chan and Mr. Abraham Yeung for their time and informative tour of the BOH and plant areas of the Galaxy Macau.

The technical visit was adjourned at around 5:00pm and visiting members of delegations all went separate way to wrap up their evening in Macau or return directly to Hong Kong.
