Programme Highlights
The risk of vehicle intrusion is
well known in railways and there are statutory requirements on managing the
safety risk of construction activities in the vicinity of railway. Yet, such
kind of tragedies keep repeating - what went wrong? A railway incident does not
come from just bad luck. The safety of a railway system is assured by rings of
safety barriers to prevent reasonably foreseeable accidents. The Speakers will
discuss the importance of a robust risk management regime to drive the safety
culture in controlling railway safety risks, and address the importance of
learning from past incidents, local and overseas. The application is
transferable to other industries as well.Speaker

With over 35 years of experience
in transportation, nuclear, and defence industries, specialising in risk
assessment and management, fire risk analysis, system safety, enterprise risk
management, crisis management, risk-based decision-analysis, as well as
security analysis, Vincent actively promotes the application of risk
engineering in enhancing safety. He is HKARMS’s Founding Chairman, IOSH’s 52nd
President, and a Past President of International Association of PSAM and
Southern California Society for Risk Analysis.

General Manager - Safety &
Quality, MTR Corporation
A Chartered Engineer with a career
spanning over 30 years in railway safety, quality and productivity management,
Ir Lau is responsible for overseeing the safety and quality management systems
of the operating railways in Hong Kong, including risk management, passenger
safety, occupational health and safety, rules and procedures, accident
investigations, audits and inspections etc.
